East of I-35, Olathe is the city it was before the 1990s. The Old Town grid around the courthouse square, Santa Fe Street, Cherry and Kansas Avenue holds houses from the 1880s to the 1940s — steep gables, dormers, brick chimneys, board decking and, on more than a few, five or six layers of roofing history. Around it, Havencroft, Brougham, Black Bob, Indian Creek, Fairview and the streets off Mur-Len and Blackbob Road are the 1960s–80s ranches and split-levels of the first suburban boom: low pitches, long eaves, hip roofs with short valleys, and the three-tab shingles of their era replaced two or three times since.
Two problems define the east side. Layers: the City of Olathe doesn't permit reroofing on one- and two-family homes, so nobody has ever counted, and the 2018 IRC's two-layer limit is exceeded on a lot of Old Town roofs — we tear off regardless, and we price the decking repairs a fifth tear-off usually finds. Pitch: on a 4/12 ranch, a wind-lifted course or a failed pipe boot puts water inside within one storm, and ice dams form at the eaves every February. My Old Town house has at least three layers of roofing — what happens?
They all come off. The code caps a recover at two layers and we tear off to the deck regardless, because a new roof over old layers fails early. We price decking repairs per sheet before the job so a 1900 roof doesn't come with surprises.
Why does my ranch leak every February?
Ice dams. Heat leaking into a poorly ventilated attic melts snow, the water refreezes at the cold eave, and the dam pushes water under the shingles. A 4/12 pitch makes it worse. Ice-and-water barrier at the eaves plus real ventilation fixes it on the next roof; an emergency steam removal fixes it this winter.
Do I need a permit in Olathe?
Not for a house, duplex or townhome — the City of Olathe doesn't require a reroofing permit or send an inspector. What you should require is the Kansas Roofing Registration certificate and the insurance certificate, before anyone climbs.
